The Energy Performance of Buildings Directive EPBD is being implemented in stages throughout England and Wales between now and January 2009. The Directive states that an Energy Performance Certificate EPC must be produced whenever a building is constructed, sold or rented out. Only licensed Home Inspectors and Domestic Energy Assessors will be able to issue EPC's.

From April next year commercial properties being sold that are either new or over 500sq.m will require EPCs. Properties under 500sq.m will need them from October.

From 10th September this year people selling properties with 3 bedrooms or more are also required to have a HIP.

By law from 1st August this year people selling properties in England and Wales began needing to provide potential purchasers with a Home Information Pack (HIP) that must include an Energy Performance Certificate (EPC) issued by a qualified Home Inspector or Domestic Energy Assessor for homes with 4 bedrooms or more.

A Home Information Pack can include a Home Condition Report that can only be produced by a Home Inspector. Government has repeatedly stated that the Home Condition Reports may well also be made compulsory especially if too few sellers voluntarily include them in their Packs, providing, of course, there are enough Home Inspectors.
